PROBLEM SYMPTOM: NT -BAD WHERE CLAUSE ERROR IN ANNOUNCEMENT SEARCH

                An analyst user may receive the following error
                message "AHD03053: Bad where clause" after the
                user clicked on the ‘search’ button within the
                announcement search form multiple times. 
                This scenario may occur if the analyst contact is
                associated with an organization and location
                fields filled.
